The Law Center of Advocates (CDA) has submitted a written contribution to the United Nations Human Rights Council as part of the fourth cycle of the Universal Periodic Review (UPR) of the Republic of Moldova, scheduled to take place in October 2026.
The report focuses on the right to health of beneficiaries of international protection, highlighting the challenges faced by certain vulnerable groups, including children, in accessing healthcare services provided through the mandatory health insurance system on equal terms with citizens of the Republic of Moldova.
In its submission to the UN Human Rights Council, CDA recommends that the Republic of Moldova:
I. Fully promote, respect, protect, and fulfil its obligations towards beneficiaries of international protection and the right to health under international human rights law;
II. Effectively implement the legislative framework, in particular the Law on Mandatory Health Insurance, so as to guarantee beneficiaries of international protection non-discriminatory access to medical care within the mandatory health insurance system, on equal terms with citizens of the Republic of Moldova;
III. Increase the financial resources transferred from the state budget to the mandatory health insurance funds to ensure coverage for all categories of persons for whom the Government acts as insurer, including beneficiaries of international protection;
IV. Take concrete steps to improve the recording of beneficiaries of international protection by collecting comprehensive, disaggregated statistics on their demographic composition, socio-economic situation, and access to health care, so as to create an empirical basis for assessing the equal enjoyment of human rights.
Through this report, CDA reaffirms its commitment to promoting the fundamental rights of beneficiaries of international protection and to supporting public policies that guarantee equal and non-discriminatory access to essential services for all persons under the protection of the Republic of Moldova.
This is not CDA’s first contribution to the Universal Periodic Review process. During the third cycle of the UPR of the Republic of Moldova, CDA, together with the European Network on Statelessness (ENS), of which it is an Associate Member, prepared and submitted a report on the protection of the rights of stateless persons in the Republic of Moldova.
