These issues were discussed during an event organized by the Law Center of Advocates on 30 July, marking the presentation of the Analytical Brief “Transition from Temporary Protection for Displaced Persons from Ukraine: Options, Challenges and Recommendations.”
The event brought together representatives of public authorities responsible for migration and asylum, education and social protection, as well as representatives of international organizations and civil society organizations involved in the protection and integration of refugees and migrants.
Presenting the Analytical Brief, its author, CDA Human Rights Consultant Olga Vacarciuc, emphasized that the period following the end of temporary protection requires careful preparation and proactive measures to enable beneficiaries to transition to other forms of legal stay or, where appropriate, to receive support for voluntary return to Ukraine in conditions of safety, predictability and dignity.

Prepared within the framework of the project “ARIM – Access to Rights for the Integration of Migrants and Refugees,” the research analyses the challenges and risks associated with this process and provides practical recommendations for the authorities of the Republic of Moldova. These include developing a national post-temporary protection transition plan, introducing a transitional legal status, counting the period spent under temporary protection towards the legal residence requirement for obtaining permanent residence or citizenship, simplifying administrative procedures, ensuring timely and accessible information for beneficiaries, and strengthening the capacity of the General Inspectorate for Migration (GIM) to respond to emerging challenges. The recommendations are based on CDA’s experience in providing legal assistance and on good practices implemented in European Union Member States.
Following the presentation, participants discussed the challenges of the post-temporary protection period and highlighted the need for close cooperation among public authorities, international organizations and civil society.
Through the development of this document, CDA aims to contribute to the advancement of public policies that ensure an effective transition from temporary protection to durable residence and integration solutions, for the benefit of displaced persons, public authorities and society as a whole.
