Info about Temporary Protection
Temporary protection is a form of protection of an exceptional nature designed to provide, in the event of a massive and spontaneous influx of displaced persons who are unable to return to their country of origin, immediate and temporary protection to such persons, if there is a risk that the asylum system may not be able to process this influx without adverse effects on its efficient functioning, in the interests of the persons concerned and other persons in need of protection.
Temporary protection was first established in the Republic of Moldova on 1 March 2023 to provide immediate temporary protection to Ukrainian citizens who were forced to flee the Russian-led war in the neighboring country.
Who can apply for temporary protection?
Ukrainian citizens with residence in Ukraine before 24 February 2022;
citizens of Ukraine who were on the territory of the Republic of Moldova before 24 February 2022;
stateless persons and nationals of third countries other than Ukraine who were beneficiaries of international protection or equivalent national protection in Ukraine before 24 February 2022 and who cannot safely return to their country or region of origin;
family members of the persons mentioned above.

How to apply for temporary protection?
Temporary protection is applied for in two stages:
First stage
Registration on the page - protectietemporara.gov.md (pre-registration).
Second stage
Presentation at the office of the General Inspectorate for Migration (GIM) (registration)
How to pre-register?
You must open the page protectietemporara.gov.md and fill in a form with the required data, including the mandatory indication of a phone number where the person who wants to apply for temporary protection will receive the password to access the online registration form.
At the end of filling in the form a file will be generated confirming the appointment (time, date, location) at the IGM.
What is the procedure for registering with the elected office of the GIM?
The person must present himself/herself with the originals of all the necessary documents at the selected office on the day and at the time scheduled for completing the procedure and obtaining the identity document of the temporary protection beneficiary.
On the day of the appointment, the GIM operator, after checking the documents, taking a photograph and fingerprints, will prepare and hand over an identity document of the temporary protection beneficiary.

In addition to the fact that temporary protection gives displaced persons the right to stay in Moldova, beneficiaries of temporary protection have other rights.
Temporary protection status offers:
- The right of legal residence on the territory of the Republic of Moldova until 1 March 2024;
- Access to social assistance measures, financed by international organizations, other social services for families with children;
- Access to compulsory education in the Republic of Moldova;
- Access to the labour market;
- Free access to emergency and primary health care, free medical examination for public health reasons;
- The right to be accommodated in a placement centre.
Also, displaced persons from the territory of Ukraine may choose any other available form of legalization provided by the Law on the Regime of Aliens in the Republic of Moldova and the Law on Asylum.
By the Decision of the Commission for Emergency Situations from 10.05.2023, the Republic of Moldova returned to the usual legal framework regulating the regime of stay in Moldova of persons displaced from the territory of Ukraine.
Starting from 15 May 2023, the following rules of stay are in force, in accordance with the Law No. 200 on the regime of foreigners in the Republic of Moldova:
Persons displaced from the territory of Ukraine, according to Art. 84 of the Law No. 200, “may stay on the territory of the Republic of Moldova for a maximum of 90 calendar days within any period of 180 calendar days”. This period for persons who have been on the territory of Moldova since 24.02.22 starts from 15 May 2023, for all new entrants – from the first day of entry into the country, except for persons who have a residence permit in Moldova, refugee status, humanitarian protection status or temporary protection.
