In 2025, the Law Center of Advocates (CDA) continued to turn rights into concrete solutions for thousands of refugees, asylum seekers, stateless persons, and undocumented individuals in the Republic of Moldova.
Throughout the year, 10,498 people received legal counseling through over 17,600 individual sessions. The CDA team intervened in 7,761 cases before authorities, courts, and police, providing legal assistance and representation in procedures related to temporary protection, asylum, documentation, and citizenship.
Child protection remained a priority: 2,277 children received legal support, and in 201 cases, best interest assessments were conducted, particularly for separated or unaccompanied children. Additionally, nearly 2,000 persons with special needs received personalized assistance, and in 13 cases of gender-based violence, we facilitated victims’ access to protection and specialized services.
In the field of statelessness and citizenship, CDA provided counseling to 85 persons on determining stateless status, represented 8 strategic cases in court, and assisted 75 individuals in acquiring or reacquiring citizenship. Three beneficiaries obtained Moldovan citizenship.
A key moment of the year was the mapping exercise of undocumented persons, carried out in partnership with the Council of Europe and UNHCR. In 582 municipalities, 409 undocumented persons and 250 stateless persons were identified — essential data for developing public policies based on ground realities.
Through 16 strategic litigations, training for authorities, and academic involvement, CDA contributed not only to resolving individual cases but also to strengthening the national asylum and protection system.
The annual assessment shows that 97% of beneficiaries are very satisfied with the services provided — an indicator of trust and the real impact of our interventions.
In 2025, CDA was present wherever clarity, representation, and protection were needed. And we remain dedicated to defending the rights of the most vulnerable.
